 not 在句中可以看作是that从句否定式的省略。全句相当于：

 I’m afaid that I can not consider allowing transsipment.

又如：

--Can it be possible that the damage was caused byrough handling?

货损有没有可能是因粗暴装卸而引起的呢？

--I’m afraid not.

我怕不是。

--Will local manufactuers experience favorable business in the coming months?

当地厂商在未来的月份中生意会好吗？

--I’m afraid not.

我想并非如此。

ensure后面可以接名词或that从句作宾语。

(2)  in time及时（后面可接for 或不定式）

We trust that the goods will reach you in time to meet your urgent need.

你方信用证恰好到达，未误装船。
